I intend to use the duplex mode hotspot (tx 434.950 rx 439.950) to forward internet traffic to the mototrbo repeater website that has no internet.
The radio transmits but the repeater does not repeat the signal sent by the hotspot.
When someone speaks for the mototrbo repeater the hotspot receives but the pistar shows RF user 0 rejected message.

What could be wrong?

OpenGD77 does not (and can not) support duplex mode because it can not transmit and receive at the same time. In hotspot mode it will not synchronise with a repeater.
What you are trying to do is not possible.
