Won't transmit analog

My codeplug is set up and DMR is working great but I can't transmit analog. I can receive NOAA weather just fine but I get nothing on our local VHF analog repeater.

I know for a fact that the Tx and Rx frequencies with offset are correct and the PL tone is correct. I've checked them at least 2 dozen times. The channel is also set in a zone and in a scan list.

I'd love any help you can give.

Are you sure you have the Tx and Rx frequencies the right way round?
Some published information is confusing, some sources quote the repeater’s Tx and Rx frequencies, and some quote the user’s.
