This fixes the Rx and Tx Tone problem for non-English languages when None is selected
It also fixes a bug with the CSV import function not importing anything unless there was at least 1 APRS config, 1 DTMF contact, 1 Digital Contact etc, ie if any of the CSV files were empty.
This also allows Rx CTCSS to be set on an APRS channel, however currently because the firmware does not support APRS collision detection, this setting may be ignored by the firmware.
