I guess your Windows doesn't use Swedish regional settings ?
I have to change to "English (United States)" if I want to import that style of CSV but it's no big deal.

You need to install OpenGD77 first on the radio.

I did some tests on my Android with BlueDV towards Brandmeister some years ago and I used MMDVM on the radio instead of BlueDV
