this radio uses the Auctus A6 chip, it is used in a variety of low cost DMR HT besides Baofeng. A ham in the United States dove pretty deep in another radio using the A6. I have a TYT MD-2017 (no GPS) which I can donate to your team

The only issue is it now displays in chinese language after the last factory firmware update, which makes it unusable for me

Unfortunately, I am only aware of one DMR repeater in the Louisville area, and I think it's currently down: 443.000 +5MHz CC1 K4KTR (Actually managed by KK4CZ) Most of the hams I know in the area with DMR radios use them with hotspots. Thanks for the pointer, unfortunately I already tried those suggestions.
