Daniel,
In my MMDVM host ini file is set to "100"
I changed it to "10" -> result 500mW hotspot power! Ok.
In the past, I was able to set the TX power before the Raspi start!

That never changed, IIRC. If the RFLevel is set to 100, it will use the master power level (the one you set using SK1 + Left/Right), any value below is a percentage of 5W.
