I have the same problem. On two local FM repeaters that transmit with ctcss. If other party is over-modulated (to close to mic or too much mic gain) the sound is stuttering. Using the latest firmware from 30.04.2020. No problems when using my other analog radios.
sorry if im start to be annoying, but created another video just using 2x gd77 to prove again this.
Reason why not much talk about this is ppl not using RX CTCSS. Hope this video help to reproduce !
I see the problem, the radio on the left cuts and and out, while the radio on the right does not. This ONLY happens when CTCSS is involved? And does it happen with out being so hot into the mic? Are you sure it's a problem with the radio on the left and not some overmodulation of the radio on the right? I'm just trying to isolate and distill the problem down here.
I don't use PL decode anywhere personally, it's not something that's very useful in ham radio with the exception of when a Fusion repeater is in mixed analog/digital mode and it'll transmit a tone on analog so analog radios can open up, but does not transmit it on digital so analog users don't hear the digital noise.
I am missing how this fits into the bugs in this thread though.. the bugs in the thread are about squelch not opening or such, not that it's cutting in and out.
This actually reminds me a bit of the Wouxon UV8D I had for about 3 days until I returned it; it did this exact same thing, but sadly I knew it might when I purchased and sure enough it did. Anyone with a hot mic just cut in and out constantly.

yes. i put latest opengd77 to right radio and it did the break up right away.
I have compiled latest github version 24.5.2020 included my fix there. Here it is you need 2x gd77 and be sure it will breake up first when using normal gd77 firmware using RX CTCSS. compare to this firmware the change is like day/night

and where is the failure in ctss activation? what was the fix or modification in the firmware? Does the pre-release ( D20200507)fix it?

PRE RELEASE DONT FIX THIS because not everyone can replicate this (i bet they doing it wrong, or dident bother to try)

I am going to try recording from my radio, I have the intuition that it has the same problem with a very strong signal and with active sub tone sometimes it breaks.

A small fragment, if I deactivate sub tone everything is fine.
In video with maximum signal voice is interrupted unless CTCSS was deactivated
I have the same problem with GD-77 with OpenGD77 release 20200507: in a FM repeater which sends CTCSS, stations with strong audio (wide deviation?) cause severe stuttering which makes it impossible to understand.
I started using OpenGD77 from release 20200411. I think it did not have this problem?
