Try performing a SFC /ScannNow followed by dism /online /cleanup-image /restorehealth on your Windows Deployment.

It is surprising how things come to life after you perform these repairs !

It is damn crazy that one has to resort to these techniques ... The way that things are distributed now there is no IP issues !
